Fraser recruited Petro Georgiou to his staff, who was very sensitive to a range of issues, particularly labour market issues, trade union stuff - when I say sensitive - knowledgeable. Petro, in his way, had an extraordinary knowledge of bureaucracy in government and the way in which bureaucracies operated.

I think he also, already, had a fairly profound view of the direction he thought multiculturalism should take, which I think has been reflected in the Galbally Report. It's been reflected in almost every other report, including the National Agenda in 1989, with which Petro had very little, if anything, to do.

Whitlam himself and Grassby created that environment of the legitimacy of ethnic affairs in the governmental area. That was resisted by the bureaucracy to a greater extent than what people realised. And they weren't there long enough to institutionalise a lot of their ideas. Malcolm Fraser saw it (the Galbally Inquiry), endorsed it, carried it through Cabinet, because subsequent statements by other Liberal Party people seemed to indicate that Fraser carried it through as much by force of personality as by anything else.
