An ideology that gives expression to myths about other racial and or ethnic groups, that devalues and renders inferior those groups, that reflects and is perpetuated by deeply rooted historical, social, cultural and power inequalities in society(Human Rights and Equal Opportunity Commission 1998).
This ideology can be expressed through individual and group behaviours that discriminate against real or supposed members of particular groups by treating them less fairly.
Racism can also be expressed through a policy or system of government that is based on the ideology such as the White Australia policy or Apartheid.
When a community feels under threat, racism can be a comforting position to take. It solidifies the boundaries of the community against the outsider, provides justification for exclusion, and allows an external focus for social hostility and fear.
