I think the 1989 National Agenda for a multicultural society was a very good blueprint. It’s substantially unchanged, up 'till today. And I think the way that has been broken down into policies for certain areas, like community relations, access and equity, social justice policies - I think that all is very convincing. But it's far less convincing when you look at the extent to which it's actually been implemented, and even more if you look at the outcomes.
