I think it has been a major weakness of multicultural policy that it has been couched in terms of immigrants in ethnic communities, and has in effect excluded Aboriginal people and Torres Strait Islanders... The last thing that the Department of Aboriginal Affairs wanted to know about, or Aboriginal communities wanted to know about, was multiculturalism, but because it was so associated with immigration, and the argument was - well Indigenous people are not just another ethnic group.
