If you have a look through his appendices of the Galbally Report, you find that a lot of the examples of deprivation, of disadvantage, had to do with migrant worker issues. The whole analysis of what was wrong screamed "migrant worker". And yet practically nothing in the Galbally Report related to migrant workers.
CONTINUATION OF INTERVIEW AS TEXT
Whatever the failures of it were, it marked a clear, official step forward - government policy adopted by a conservative government which seemed to me, more clearly than it did then, to be quite important.
