Only a Prime Minister or a Premier is really in a position to ensure that sensitivity and that incorporation across the board. A minister for Ethnic Affairs and Immigration will have some power in some areas, but is in no position to really influence or heavy more senior ministers.
CONTINUATION OF SPEECH AS TEXT
(Prime Minister Hawke) established the Office of Multicultural Affairs, effectively replacing AIMA (Australian Institute of Multicultural Affairs), and in a way which represented progress, made that responsible to the Prime Minister. And I say that’s progress because of the public policy strategy of incorporation and diffusion as a way of sensitising all public policy areas and departments to the needs of multicultural Australia.
