The Hawke years, from a union point of view, moved the whole debate and support of the debate into the worker area, up until the mid '80s probably. Then I think in the late '80s we began to lose a number of the plots both in migration and multiculturalism. And so by the time you've hit the Keating years - the late '80s, early '90s - I think we’d lost the plot on multiculturalism, I think some of the institutional expressions of multiculturalism, like the Office of Multicultural Affairs had lost the plot.
